“2019中国围棋大会”将于8月19至25日在山东省日照市举行，大会的各项围棋赛事和活动规程陆续出炉。2019“中信建投证券杯”世界智能围棋公开赛继续举办，总奖金80万元人民币，冠军45万元。前八名的AI程序还将与人类棋手搭档，进行表演赛。比赛详细规程如下（中英文双语版）：

一、主办单位：中国围棋协会

五、比赛日程：
8月20日 各参赛队报到、网络测试、技术会议
8月21日 预赛（5轮）
8月22日 1/4决赛（1轮）、人机配对赛（3轮）
8月23日 1/2决赛（3轮）
8月24日 决赛第一天（冠亚军决赛、三四名决赛）
8月25日 决赛第二天（冠亚军决赛）、颁奖仪式
六、参赛办法：
参赛队伍要求具有原创性并拥有程序源代码，主办方负责每队不超过2人当地食宿费用，交通按以下标准补贴：
1、亚洲地区代表队每队补贴10000元人民币；
2、非亚洲地区代表队每队补贴20000元人民币；
编外人员食宿费用自行负担。
七、比赛奖金（人民币，税前）：
总奖金80万元。
其中冠军：45万元，授予“2019世界智能围棋公开赛冠军”称号；亚军15万元；第3名6万元；第4名4万元； 第5-8名2万元。
人机配对赛：由预赛前8名的AI团队（如弃权递补）各搭配一名人类选手进行单败淘汰表演赛，冠军人机各奖励1万元。
八、比赛规则和环境标准：
（一）比赛采用19路棋盘，最新中国围棋竞赛规则，黑贴3又3/4子，迟到20分钟判该轮次弃权负；
（二）终局申请由参赛双方中的一方提出，裁判长辅助裁定并数子；对局过程中如遇到循环重复局面，判先造成全局同形再现一方负；
（三）预赛用时每方基本用时30分钟后3次20秒读秒，超时判负；预赛采用5轮积分编排赛制，第1轮比赛对手及先后手根据赛前技术会议抽签决定，第2--5轮比赛对手及先后手由电脑编排软件编排决定；预赛前8名进入 1/4决赛。预赛名次计算方法：1、比较各队积分，积分高者名次列前；2、比较各队对手积分总和，积分总和高者名次列前；3、比较同分队之间相互胜负；4、从首轮开始依次递减对手积分，比较剩余对手积分，积分高者名次列前；5、涉及录取奖励名次时加赛；
（四）1/4决赛、1/2决赛、决赛用时每方60分钟后10次40秒读秒，超时判负； 1/4决赛对手根据预赛排名直接定位：1-8 2-7 3-6 4-5； 1/4决赛先后手赛前猜先决定。1/2决赛对手为1-8胜方对4-5胜方，2-7胜方对3-6胜方；1/2决赛采用3番棋，3番棋全部下完；番棋先后手第1盘和第3盘猜先决定。冠亚军决赛采用5番棋，5番棋全部下完；番棋先后手第1盘和第5盘猜先决定。三、四名决赛一局定胜负；
（五）人机配对赛采用人工摆子并用棋类计时钟计时，每方30分钟后10次30秒读秒。由预赛前8名的AI团队（如有AI弃权递补）各搭配一名人类选手进行人机配对单淘汰表演赛，每盘棋先后手赛前猜先决定；落子行棋次序为黑人白人黑机白机；人机配对赛具体对手另行通知；
（六）报名参赛程序需要拥有程序源代码的知识产权（开源软件只能由原作者本人或授权人参加，授权书中应包含对奖金的处置办法，1种开源软件最多报名1支队伍）；
（七）采用远程服务器连接者断线责任自负，通信迟滞及断线重连时间计入对局时限。每局比赛每方有1次处理故障的机会，需由该方现场操作员向裁判提出正式申请，处理时间最多10分钟，故障处理时间不计入比赛用时。裁判有权询问了解故障的详细情况，同一局中一方发生第2次故障则直接判该方负；
（八）比赛默认采用TCP/IP网络通信协议和GTP围棋文本协议，本次世界智能围棋公开赛全程在中国围棋协会人工智能围棋赛事系统平台上进行（测试时间另行通知）；
（九）所有着法应由智能程序唯一产生。不可以在对局过程中人工干预或修正时钟快慢、思考时间或着子位置。
九、争议处理：
（一）在比赛中出现争议时由裁判长全权处理。如对裁判长判罚有异议，在30分钟内以书面形式申请仲裁，申诉费500美元。胜诉退还；
（二）仲裁委员会的裁决为最终裁决。
十、具体报名方式
请于2019年7月20日前将以下详细信息发往大会官方邮箱，回复确认后视为已报名成功：
（一）智能围棋程序（中）英文名称；
（二）所有作者的全名、国籍、排序以及是否出席比赛（至少1人）；
（三）智能程序代表的单位信息（如空缺则以通讯作者个人名义）；
（四）通讯责任作者的详细职务信息、手机、邮箱、现场通讯方式；
（五）独创性技术声明（请声明程序中用到的开源围棋程序、库或模块以及本程序在此之外的创新）；
（六）现场能源需求、远程连接与网络需求；
（七）在局域网内通过GTP协议对局的兼容性说明；
（八）参会起止时间，食宿特殊安排说明；
（九）是否参加“2019中国围棋大会博览会人工智能展现场互动”展示。
注：1、 各参赛代表队可自愿报名参与“2019中国围棋大会博览会人工智能展现场互动”，按大会组委会给出互动方案进行；
2、 参与现场互动展示的参赛代表队请于2019年8月18日晚20：00点前，前往大会组委会指定酒店报到；
3、 2019年8月18日-2019年8月20日，参与现场互动展示的代表队由“2019中国围棋大会”赛事运营公司提供接待服务（包含每队：指定酒店豪华标准间2间、餐补800元、劳务费2000元）；
4、 凡参与现场互动展示代表队需在2019年8月19日-2019年8月20日内保证现场互动展示4小时。

COMPETITION REQUIREMENT：
Each team must have originality and the intellectual property right of source code of its program。。
ALLOWANCE：
Free accommodation is up to 2 people per team。 Traveling allowance is shown as below：
Asia： 10000 Yuan for each team。
Rest region of the world： 20000 Yuan for each team。
Overstaffed people should pay extra expense for accommodation。
PRIZES：
Total bonus： 800，000 ¥ before tax。
The top 8 teams will be awarded as the following table。 The champion will be awarded an ornament named “2019 AI Weiqi World Champion”。 All the prizes are before tax。

Human-AI Pair Weiqi competition： The top eight AI teams in the preliminary competition will be paired with a human player。 The knock-out system is adopted。 The winner will be rewarded with 20，000 RMB in total。（AI team and human player is awarded 10，000 RMB each）
COMPETETION RULES：
- Chinese Rules of Weiqi （2002 Edition） is adopted。 Black gives 7.5 points。 The size of board is 19 by 19。 Being late for 20 minutes or more will result in losing by forfeit in each round。
- Each side can ask forcounting points after the game is finished。 The chief referee makes the final decision of judgment。 Repetitions of the same situation on the whole board is forbidden。 The side who leads the same situationfirst will lose the game。
- The basic time allowance is 30 minutes per side， followed by3 20-seconds overtime periods。 If one side fails to make a move within overtime limits， the side will be declared to have lost the game。 The Swiss pairing system will be applied in the preliminary with a total of 5 rounds。 In the preliminaries， the 1st round of the draw will be conducted in the Technical Meeting before competition。 From the 2nd round， the draw will be done by the orchestration software， by which the black and white will also be determined automatically。 The top 8 participants will reach the 1/4 final。 Preliminary ranking distinction： the player with higher score ranks higher， when the scores are tied， the following factors will be taken into consideration in ranking， the one with higher score ranks higher：
- the Sum of one‘s Opponents’ Scores （SOS）；
- the winner of a direct encounter between the players concerned；
- the total score of SOS minus the score of the opponent’s first-round score and second-round and so on；
- If the ranking still cannot be determined， additional game is required。
In the 1/4 final， semi-final and final， the basic time allowance is 60 minutes per side， followed by 10 40-seconds overtime period。 If one side fails to make a move within overtime limits， the side will be declared to have lost the game。 The 1/4 final pairing is in accordance with the order of the preliminary ranking of the top 8 teams （1st VS。 8th； 2nd VS。 7th，3rd VS。 6th，4th VS。 5th）。 The semi-final pairing is in accordance with the results of 1/4 final （the winner of 1-8 VS the winner of 4-5； the winner of 2-7 VS the winner of 3-6）。 Each pair plays best of 3 games in semi-final， and the forcing move will be decided through guessing the stones in 1st round and 3rd round； best of 5 games in final， and the forcing move will be decided through guessing the stones in 1st round and 5th round； best of 1 game in 3rd and 4th final。
- Human-AI PairWeiqi competition will be played by human on the board and a standard clock will be used。 The basic time allowance is 30 minutes per side， followed by 1030-secondsovertime period。 The top 8 teams in the preliminaries will be paired with human players。 The knock-out system will be used in the game。 The forcing move will be decided through guessing the stones； the moving order is Man black --Man white--AI black --AI white and so on。 Pairing information will be notified later。
- The participants must be the author of the program or people authorized by the author。 The letter of authorization must describe the authorized person‘s name， the tournament’s name and the distribution method of prize money with the author‘s signature in hard copy。
- The side thatuses remote server is responsible for the disconnection， and the delay caused by communication and reconnection is included in the game time。 Each side has one chance to deal with the malfunction in each game， and the operator must submit a formal application to the referee。 The processing time is up to 10 minutes， and the time of malfunction handling is not included in the game time。 The referee has the right to inquire about the details of the fault， and if one side has a second fault in the same game， the side will be declared to have lost the game。
- The games are played over TCP/IP with GTP。 All games will be played on the special AI-Weiqicompetition platform owned by Chinese Weiqi Association。 （Test time will be notified later）
- Programs must have exclusive brain with source code of their own。 Operators cannot give additional information to the computer or revise the program during a game。
DISPUTE RESOLUTION：
（1） In the venue， the Chief referee will be fully responsible for any dispute。 If one has any objection to the penalty， an official appeal and 500 US$ deposit have to be submitted within 30 minutes after the referees‘ decision。 If the appeal is granted， the sum of 500 US$ will be returned。
（2） The decision of the Arbitration Commission is the final judgment。
REGISTRATION：
Please send the following information to official e-mail address before 20th July， （Registration would be successful only after the e-mail of confirmation is received）：
- The exact name of the Weiqi program。
- Full name， nationality， and presence at the venue （at least 1 person） of all authors in the order of contribution to the program。
3.The responsible author‘s name， title， position detail， mobile No。， email address。
4.Team name if exists。 Otherwise the responsible author‘s name will be used instead。
5.Technical descriptions of your program。 Here， you have to mention other Weiqi programs and/or Weiqi libraries/weights if you used them in your Weiqi program。 Moreover， please declare if you used novel techniques to compose your Weiqi program。
- Hardware information will be used at the venue。 Please announce if a remote connection is required。
- The capability of playing Weiqi games by using Ethernet connections with GTP。
- The schedule of arriving and leaving， special requests of accommodation。
- The intention of participating ‘2019 Chinese Weiqi Congress AI Exposition Interaction’or not。

- The AI group who will take part in the ‘2019 Chinese Weiqi Congress AI Exposition Interaction’ should register at the hotel reception before 20：00 18th Aug 2019。
- The EXTRA allowance of ‘2019 Chinese Weiqi Congress AI Exposition Interaction’ for each group includes： up to 2 luxury rooms for accommodation， 800 RMB for meal， and 2000 RMB for service from 18th Aug to 20th Aug。
- Please make sure the AI program providing interactive performance no less than 4 hours per day under the guidance of organizers during 19th Aug to 20th Aug。
